Participant = Module | "gateway" | "gateway-admin" | "bootstrap"

Anything that sends or serves a message: a Module, or one of the three principals that host none (gateway, gateway-admin, bootstrap), which act for themselves.

The two gateways are one image deployed twice (D2.9), but they are two participants because they are two broker users: the public deployment holds no governance or trust grant, so 28's "admin capability is absent from the public surface" is a line in the generated permissions file and not only a property of one process's start-up (slice-2 plan 3a, 2026-10-12).
