The most a single document may weigh before the fetch is abandoned. An entity configuration or a statement is a few kilobytes and a framework version a document of a few hundred; the cap is far above both and exists so that a hostile or broken publisher cannot make the verifier hold an unbounded response in memory. Going over it is "no answer", not a fault of the federation: the verifier records it as unchecked.
