The WSO2 adapter as the setup engine and the credential service both wire it: the super
administrator, each tenant managed through its owner (owner), and WSO2's certificate
pinned when caFile is set, verified against serverName (WSO2's shipped certificate
is for localhost and compose reaches it as wso2).
