The narrow minter for work that runs outside a request and acts on ONE stored subject
(the invitation worker acting on a person). It can only produce a tenant Scope
with no permissions, at a path whose last segment is the subject's own id (a
person's path ends in its id, so the scope reaches that leaf and nothing beneath or
beside it). It can never produce a PlatformScope, a scope with roles, or a scope at
an organization named otherwise.
Exported from @oktoid/messaging/wiring only; a module's wiring hands it to the one
worker that needs it.
Throws
malformed_actor when the path does not end in the subject's
id, or the id, tenant or path is not well-formed.
