Interface: IdempotencyKeyTable

The idempotency_key table, created by the shared migration
0001_idempotency_key.sql. A module's database interface extends
IdempotencyTables. Note what is absent: no request column and no response
column. A body cannot be stored here because there is nowhere to put it.
