Why a system transaction is being opened. A closed list on purpose: each entry is a reviewed reason for work that has no tenant or platform scope, and adding one is a change to this file, not a string a caller invents.

• audit.outbox: packages/audit-client's relay draining a module's own outbox, and its refusal-time entry point writing one row for a denial that arrived before any scope existed.
• identity.invite-outbox: the identity module's invitation worker claiming and settling rows of its own invite_outbox, which (like the audit outbox) has no scope column because the worker serves every tenant and holds no scope until it has read a row. Everything it then does for a person runs under a narrow scope minted from the row (step 1.7c).
