assertPutOptions(options): void

Throws invalid_request unless a put's conditions make sense: ifNoneMatch is '*' or absent, ifMatch is one quoted strong entity tag or absent, and not both are given.

Checked at run time as well as by the type, because the tag comes from a store's response and the options from callers that may build them from data. A fence that was silently dropped would turn a guarded replace into an overwrite, so anything that is not understood is refused rather than ignored.
