Signs the actor of one message (slice 2 D2.2): returns the compact JWS that goes into
the envelope's actorToken, bound to its messageId, deadline, issuedAt and
registry key. Only a gateway has one, because only a gateway holds an actor-signing
key; a module's client has none and passes on the token of the message it is
handling instead (see propagation.ts).
It is applied on both adapters, so an in-process hop carries the same proof as a
broker hop. A prover that throws makes the call fail as actor.unsigned, never
leave unsigned.
