Class: SystemTransaction<DB>

A transaction opened for a SystemPurpose: neither a tenant Scope nor a
PlatformScope, so no tenant or platform repository takes one. It sets
oktoid.scope_path to the empty string and oktoid.platform to off, so a table
guarded by in_scope() shows it nothing and accepts nothing: it can touch only a
table that carries no scope column: a module's audit outbox, and identity's
invitation outbox.
