Function: isPlatformKey()

isPlatformKey(key): boolean

Whether a registry key is a platform key: a request whose tenant token is the literal PLATFORM_TENANT. Such a key is reached with the platform actor, and only its listed callers hold the grant, for that key alone (30, a platform grant is held per key).
