Interface: PersonNamePolicy

The names a realm must accept for a person (PO-QA7). The platform validates every name against its DisplayName contract before it reaches the provider, so the provider's own character rules on names only refuse names the platform has already accepted. Converging this removes them and raises the length to the contract's.
