Every command in the estate, keyed agent.<instanceId>.admin.<aggregate>.<verb>.v<n>. The instance is spelled out, never a wildcard: slice 3 has one instance, shared, and a principal exists per instance, so a key names exactly the agent that serves it. Dynamic instances (track A1) need generated users or an auth callout, and will change this shape on purpose.

Adding a key here without a row in PERMISSIONS is a compile error, as it is for a contract. Every command is idempotent on its envelope's messageId: a repeat returns what the first run made and does nothing twice (D3.5).
