Defined in: packages/contracts/src/setup-answers.ts:139
The authored part of the governance framework: its name, its version, who governs and
the roles with their admission criteria (D2.8). It is GovernanceFramework without the
three fields the answers supply elsewhere (the contacts, the dispute route and the
statement lifetimes), so no fact has two homes.
This is the version 1 shape of an inline anchor.frameworkDocument
(.claude/plans/setup-wizard.md, DW21, item 19); SetupFrameworkAnswersV2 is
the version 2 one, and the wizard proposes this one. A deployment set up from the wizard
has no file on disk, and the configuration store is its authority, so the store must
hold the framework itself: a file name in a store that has no files would point at
nothing. The unattended path keeps naming a sibling file. The engine reads either into
this same value, and bootstrap export writes this object back out as a sibling file.
Every field is public by design and none is a secret: an institution's name, role mailboxes, the rules of admission.
