The methods a deployment permits when nothing names them: did:webvh alone.

did:web lacks history and pre-rotation, so it is on only when an operator chooses it (the wizard's step 8, or identifiers.methods in an answer file); a weaker method on by a default nobody chose is the shape chapter 28 forbids. Every did:webvh identifier still publishes its parallel did:web document, so a did:web-only verifier resolves every organisation whatever this says. Every fallback reads this one value: the answer file's schema default, the setup engine's resolver, the issuance module's start-up value and the console's step 8 (chapter 10, 2026-10-14).
