Where an identifier stands (D3.3):

• placing: created, and waiting for provisioning to place the organisation on an agent. Seconds, normally; a caller polls the identifier until it moves on;
• prepared: the keys exist in the custodian and a document is rendered and waiting to be previewed and published. A published identifier returns here for the length of one update, while its last published version stays served;
• published: the current document is served and resolves;
• failed: the identifier could not be published and its keys were destroyed. Nothing was written, so nothing needs withdrawing; create a new one.
