Where a placement stands (29). Placements are append-only: a change of state is a new row, never an edit, so the history of where a subject's wallet has lived is the table.

• active: commands for the subject are routed to this instance;
• draining: the subject is moving away; nothing new starts here;
• retired: the subject no longer lives here.

Slice 3 writes active only. The other two are listed because the state is in an event, where a new literal later would be a new version.
