What the operator asserts about the security module: the manufacturer and model they procured. credential compares them with what its token reports, and under production refuses the session when neither is asserted, because production does not trust a token on the software denylist alone. Shared by the answer file's keyStore section and the probe's request, so the two cannot drift.
