request.platform.governance.anchor.converge.v1 request, sent by the setup engine only (D2.11): the anchor's accreditation and the framework, as the answer file and the committed framework file describe them.

The organisation's id and path come from identity.bootstrap.apply's reply in the same run. governance cannot read them from identity itself here, because this is a platform call and subject.get takes a tenant actor. The statement lifetimes travel inside framework, which is their one home.
