The identifiers section as the wizard may send it (W6): issuance's IdentifierAnswers with one narrowing. anchorMethod accepts webvh alone, because the trust anchor's identifier is never did:web (28): every entity statement chains to the anchor's DID, and a did:web root is replaced by whoever controls the domain. The answer-file loader refuses web there too, with its own sentence; this keeps the wizard's request from ever carrying it, so the section's first appearance here does not open a way in that the file never had.

methods keeps web: an entity below the anchor may still choose it.
