The identifier.publish payload as slice 3 first registered it: one keyIds list that did not say which key did what. No producer writes it. It was superseded before the first record existed, when the ruling on pre-rotation made the roles of the keys the point of the record (plan 3a, ruling 1). It stays because a registered schema only grows: the member of AuditRecorded that carries it keeps its position, and IdentifierPublishAuditPayloadV2 is appended beside it.
