Which part of trust wrote an entity-statement.publish record. A statement becomes published in three places, and the record's actor cannot tell them apart: it is the transaction's, and the correlation id is the approval's in all three.

  • approval: the handler of the publication-approved event, which signed the bytes and wrote them itself, or refused to (the denied outcome);
  • interrupted-settle: the same consumer, accounting for a signing that an earlier attempt began and never recorded, whose bytes it found already served;
  • renewal-sweep: the renewal worker, on its timer, settling a signing record nobody came back for.

The last two record a publication under the approval that began the signing, so without this field they read as if that approval's own handler had finished the work. The list may only widen.
