An absolute https:// URL, such as a published artifact's address or a framework's dispute route. Checked as a URI and as https; nothing else about it is assumed.

This is the shape the registered version 1 messages and the answer file publish, and it accepts user information (https://authority.example.org@attacker.example/x). It stays as it is because a published schema only grows within its version; a new schema uses StrictHttpsUrl, which refuses it.
