The governing account: the person who governs the trust tree, created by the accounts step (.claude/plans/setup-wizard.md, DW15). A role mailbox, like the root account's, for the same reason: it sits in a committed file.

There is no bundle here on purpose. The account holds TRUST_ANCHOR_ADMIN and nothing else, and the engine says so, not the file: a governing account that could be given another bundle from a screen is how one account comes to run and govern both. It must be a different account from the root's; that it is a different person is the operating organisation's undertaking, which the platform cannot check.
