Defined in: packages/contracts/src/schemas/governance-framework.ts:187
A role the framework defines, with what it takes to be admitted to it. Codes follow
17's catalogue (TRUST_ANCHOR_ADMIN, ACCREDITATION_OFFICER, ...) but are a
pattern, not an enumeration: the framework is authored data, and a published version
is never edited, so a closed list here would make every new role a contract change.
