The identifier.key-discard payload: which identifier, which keys the agent confirmed destroyed, and why. One record per reason, so a discard that removes a spent update key and an unpublished one in the same command writes two.

At least one key: a discard that destroyed nothing (a retry of one that had already worked) is not an event and writes no record.
